Prix de thèse Steen Treumer


 

En 2023, La Chaire de droit des contrats publics a créé un prix de thèse de droit des contrats publics nommé « Prix Steen Treumer » du nom du professeur danois reconnu internationalement dans ce domaine.

Pourquoi ce prix?


Il n'existe pas de prix de thèse en droit spécifiquement dédié aux enjeux de la commande publique et valorisant un effort de rendre accessible les connaissances produites en la matière. Partant de ce constat, la Chaire de droit des contrats publics a souhaité récompenser des travaux de thèse contribuant à améliorer les réflexions, les réalisations et les solutions en droit des contrats publics. 

Ce prix vise à encourager de récent·e·s docteur·e·s ayant fait leur thèse en droit ou ayant une approche pluridisciplinaire du droit des contrats publics, comme l'économie, la sociologie. Leur recherche doit avoir traité d'enjeux relatifs à la commande publique quel que soit l'échelon territorial, c'est à dire international, européen, national ou local. La langue de publication de la thèse doit être le français ou l'anglais. 

Un·e lauréat·e sera sélectionné·e par le jury, qui se réserve le droit de nommer deux colauréat·es selon les candidatures.

Une dotation de 3 000 euros récompensera le ou la lauréat·e, 1 500 euros chacun·e en cas de colauréat·es.
 

Les critères de participation

 
  • Le prix est ouvert aux docteur·e·s ayant soutenu une thèse entre le 30 juin 2022 et le 30 juin 2024.
  • Les thèses doivent concerner le droit des contrats publics, quelle que soit l'approche adoptée (théorique, empirique, comparative, pluridisciplinaire...) et quel que soit l'échelon territorial (local, national, européen, international). Le prix est donc ouvert à des travaux portant sur un autre contexte que celui français.
  • La langue de publication de la thèse est le français ou l'anglais.
  • Une seule candidature est possible. Une seconde candidature ne sera pas réexaminée.
 

Le dossier de candidature


Il doit être composé des éléments listés ci-dessous: 
  • La thèse et un résumé de la thèse de 10 pages ;
  • Le rapport de soutenance de thèse ;
  • Les rapports de pré-soutenance des rapporteurs ;
  • L’attestation de diplôme de doctorat ;
  • Un CV à jour du candidat.
L'ensemble des documents doit être numérisé au format PDF. Ils doivent suivre la nomenclature suivante: prénomNOM candidat·e + type de document explicite.

Steen Treumer


Steen Treumer (prononcer « Stine Treuilmeur ») était un professeur de droit danois internationalement renommé en droit des contrats publics (https://eplgroup.eu/steen-treumer-1965-2021/). Peu connu du public français car il écrivait en danois et en anglais, il n’en était pas moins francophone et francophile.

J’ai eu la chance de le rencontrer en 2006 lors d’un colloque en Angleterre et, jusqu’à son décès en 2021 à l’âge de 55 ans, au terme d’une maladie neurodégénérative que ses capacités hors du commun avaient prolongé au-delà de tout espoir, nos chemins n’ont pas arrêté de se croiser au gré des colloques, articles ou ouvrages co-écrits ou co-dirigés ensemble, mais aussi, plus sûrement, des affinités intellectuelles que la providence avait bien voulu nous confier.

Il est courant de dresser des lauriers à ceux qui sont partis trop tôt : on aurait du mal, même en cherchant bien, à lui trouver des défauts.

Des innombrables souvenirs que je garde de Steen, je ne parlerai pas : c’est plutôt un sentiment de communauté de pensée qui émerge, se traduisant notamment par de longs moments passés autour d’un bon vin, généralement français qu’il appréciait en connaisseur, à parler de droit ou d’autre chose, surtout d’autre chose. Steen était curieux de tout, ce que permettait sa grande culture, en particulier historique, et sa compagnie était rendue des plus agréables par un sens de l’humour à toute épreuve. Il était aussi curieux de chacun, vous donnant le sentiment que vous comptiez plus que quiconque chaque fois qu’il s’intéressait à vous.

En pensant à lui, il est difficile de ne pas citer Montaigne dans son célèbre « Essai » intitulé « de l’amitié », à propos de son ami La Boétie décédé quelques années plus tôt : « Au demeurant, ce que nous appelons ordinairement amis et amitiés, ce ne sont qu'accointances et familiarités nouées par quelque occasion ou commodité, par le moyen de laquelle nos âmes s'entretiennent. En l'amitié de quoi je parle elles se mêlent et confondent l'une en l'autre, d'un mélange si universel, qu'elles effacent et ne retrouvent plus la couture qui les a jointes. Si on me presse de dire pourquoi je l'aimais, je sens que cela ne se peut exprimer, qu'en répondant : « Parce que c'était lui ; parce que c'était moi ». »

Le plus remarquable chez Steen tient à ce que j’ai découvert après son décès. Loin d’inscrire une telle relation dans un rapport d’exclusivité, comme Montaigne et La Boétie, il avait su la construire avec plusieurs de ses collègues.

Pour toutes ces raisons, ajoutées aux mérites académiques de Steen Treumer, la Chaire de droit des contrats publics, la faculté de droit et l’Université Jean Moulin Lyon 3 ont décidé d’attribuer le prix de thèse de la Chaire de droit des contrats publics en son nom.

In memoriam
Steen Treumer


Steen Treumer was an internationally renowned Danish Professor of public contract law (https://eplgroup.eu/steen-treumer-1965-2021/). Little known in France because he wrote in Danish and English, he was nonetheless Francophone and Francophile.

I had the good fortune to meet him in 2006 at a conference in England and, until his death in 2021 at the age of 55, of a neurodegenerative disease which his extraordinary abilities had prolonged beyond all hope, I met him regularly at academic events and conferences, as well co-authored or co-edited articles or books together, but also, more certainly, because of the intellectual affinities that providence had kindly entrusted to us.

It's common to laud those who have left us too soon; even if you looked hard enough, you'd be hard pressed to find fault with Steen.

I won't go into the countless memories I have of Steen: it's more a feeling of community of thought that emerges, reflected in the long moments spent over a good wine, usually French, which he appreciated as a connoisseur, talking about law or something else, especially something else. Steen was curious about everything, which was made possible by his extensive knowledge, particularly of history, and his company was made all the more enjoyable by his unfailing sense of humour. He was also curious about everyone, making you feel that you mattered more than anyone else whenever he took an interest in you.

Thinking of him, it's hard not to quote Montaigne in his famous 'Essay' entitled 'On Friendship', about his friend La Boétie who had died a few years earlier:

By the way, what we usually call friends and friendships are merely acquaintances and familiarities formed by some occasion or convenience, by means of which our souls are maintained. In the friendship of which I speak they mingle and merge into each other, in a mixture so universal that they erase and no longer find the seam that joined them. If someone presses me to say why I loved him, I feel that it can only be expressed by answering: 'Because it was him; because it was me.

The most remarkable thing about Steen is what I discovered after his death. Far from establishing such a relationship as an exclusive one, like Montaigne and La Boétie, he had built it up with several of his colleagues.

For all these reasons, in addition to Steen Treumer's academic merits, the Chair in Public Contract Law, the Faculty of Law and the Université Jean Moulin Lyon 3 have decided to award the Chair in Public Contract Law thesis prize in his name.
